AMD has cited legal problems (they don't want to lose their Windows driver certification -- making their drivers uninstallable on Vista) involving the way the DRM components of their hardware would be compromised by releasing UVD specs.
Bridgman, the AMD rep here, has said that it might be possible at some point in the future to release the specs for UVD2, but that depends on if the information about video accel can be separated from the DRM stuff.
