Ubuntu noble mesa is now built with llvm 17.

nvk is now disabled in mesa, since it requires newer rust toolchain still not in ubuntu.

If you are on lunar you can upgrade to mantic (or even noble), which have everything.
Jammy is a bit old, the PPA is still available, but less complete...

libtheora 1.0 release date doesn't matter, what matter is the release date of the Theora format. And the format was declared stable since libtheora 1.0...
