What about power usage? Windows shouldn't be that much slower using the same base configuration, right?

I know, and that's the point in making. Most htpc devices don't use a discrete GPU anymore.
Some motherboards, usually itx, do support CEC and usbc...

I guess because monitors implement screen blanking instead. Sending a full-black frame sets monitors into standby and any non-black frame takes it out...
