Basically it says what the thread topic says hell forze over, NVIDIA will licence the kernel part of the drivers, staring with 515 series, under GPL MIT dual licence, and grant the user full rights to that part.
Well it´s still just one step but it´s a start, but since the kernel team goes opensource your user space this is probably not changeing anything soon.
