Qt Cutelyst Web Framework Upped To v0.4.0

Cutelyst is a previously covered web framework powered by Qt5 and follows the design approach of Perl's Catalyst Framework. A new version of Cutelyst is available that's more powerful and faster.

Cutelyst 0.4 was announced today and it brings further speed improvements with an overall speed-up of 15%, an API to enable Grantlee template caching, improved query and body parameters, a REST API as been introduced, various other features added, and several bugs fixed.
