Radeon X.Org Driver's TearFree Now Works For Rotated/Reflected Outputs

The xf86-video-ati DDX driver's TearFree option will work for rotated and reflected display outputs.

This tear-free option has been in the Radeon X.Org driver for nearly one year but hasn't supported rotated displays. As implied by the name, this option is about trying to reduce or in some cases even eliminate tearing and flickering on Radeon GPUs running the X.Org Server.

With this commit made today, TearFree should now work for rotated and reflected outputs. However, for best support you'll want to be running one of the latest versions of the X.Org Server (ideally 1.16 or later).
