If you've been unable to run the new fglrx 8.39.4 driver with Fedora 7 x86_64, mmastrac on our forums has written a guide for fixing the fglrx driver with 64-bit Fedora 7. A bit of hex editing is all that's involved for this support. The 32-bit version of Fedora 7 should work "out of the box" with the fglrx 8.39.4 driver.
