When it comes to the OpenGL performance, Ubuntu 12.10 is also improved for Intel graphics and the open-source drivers in general. Intel, Nouveau, and Radeon DRM drivers also saw many improvements between Linux 3.2 and Linux 3.5, as covered by many Phoronix articles by now. When Mesa 8.1 is pulled in shortly, that too will bring performance improvements for some hardware and all-around improvements too. The other contributor to boosting the Ubuntu 12.10 performance is the Unity desktop performance fixes. Unity 5.12 has been added as a post-release update to Ubuntu 12.04 LTS for those who upgrade.
