AMDGPU-PRO 18.50 vs. ROCm 2.0 OpenCL Performance

The PlaidML results were close between the two Radeon Linux OpenCL drivers but in some inference benchmarks the 18.50 driver offered measurably better performance than ROCm 2.0 OpenCL.

In the case of lczero, it wasn't running on the AMDGPU-PRO 18.50 driver.

The PAL OpenCL driver did have the slight performance advantage with the Rodinia Heartwall benchmark.
