P-State leads with the BioShock Infinite game while CPUFreq performance on the RX Vega 64 was right in line with it except on NVIDIA its performance was found to be slower.

On the Radeon RX Vega 64 the performance per Watt was close to the same with the exception of CPUFreq powersave and a slight nod to the CPUFreq performance governor. Under the GeForce GTX 1080 meanwhile the CPUFreq performance governor had slightly worse efficiency and the P-State powersave governor had a slight leap out in front for performance-per-Watt.

With Deus Ex: Mankind Divided, it was found again that P-State powersave offered the best performance-per-Watt on the NVIDIA side while this time around with the RX Vega graphics card the CPUFreq powersave governor delivered the best performance-per-Watt but keep in mind its low performance otherwise.
