Mad Max with Vulkan at 4K puts the GTX 1070 Ti ahead of the RX Vega 64 and mid-way as expected between the GTX 1070 and GTX 1080.

With Mad Max on OpenGL, however, the RX Vega 64 begins performing better than the GTX 1070 Ti due to the more mature RadeonSI OpenGL driver. These results are similar to under Windows where the driver situation is very competitive between vendors that the GTX 1070 Ti is more in competition with the RX Vega 56.
