In the end, the CPUFreq performance governor tended to deliver the best performance still but the schedutil governor wasn't generally far behind.

Out of 72 different tests run for this comparison, the performance governor was about 4% faster than the ondemand and schedutil governors on Linux 5.9 with the Ryzen 9 3900XT. See all 72 benchmarks over on OpenBenchmarking.org. Stay tuned for fresh tests with Renoir where the power consumption is also being explored. Likewise, new Intel P-State tests are also being pursued. But long story short on the AMD desktop using "performance" is still your best bet if wanting to achieve the absolute best results but at least schedutil is working more reliably than on older kernels.
