After A Bumpy Cycle, AMD Performance Will Shine Brighter On Linux 5.11

On the EPYC 7F72 2P server I did some test runs of Linux 5.11 Git compared to the former patch by Giovanni against the new CPUFreq patch(es) from Rafael.

The "new" patched that will be mainlined by Rafael that adjusts CPUFreq was delivering just as good performance if not better in some cases than the prior patched to address this regression. Plus this new patch is cleaner and ultimately fits better within the kernel. Win!
