The Ryzen 9 3900X was winning with the AV1 decode performance in dav1d when using 4K content but under 1080p where there is less scaling to occur, the i9-9900K was the winner.

The SVT (Scalable Video Technology) video encoders are developed by Intel but do continue showing much potential on AMD CPUs as well. In cases like SVT-AV1, the Ryzen 9 3900X beats out the Core i9 9900K with Intel's own open-source software.

Rounding out the video encode/decode benchmarks, the Core i9 9900K was faster with VP9 encoding in Google's official libvpx encoder that tends to not scale as well as Intel's SVT offerings. The 9900K also had a slight lead in the x265 HEVC encoder.

Single-threaded audio encode tests meanwhile were a wash between the two systems.
