With the synthetic OpenGL benchmarks provided by GpuTest, the results ranged from the three operating systems running neck-and-neck to Windows 10's Intel OpenGL driver being a fair amount faster in some tests. Hopefully in 2018 we'll see Intel's Mesa/DRM code catch up the remaining bit with the Intel Windows proprietary driver. Ideally as well we will hopefully see greater graphics potential out of the next-generation Cannonlake CPUs with their "Gen 10" graphics.
