Ubuntu 22.10 Bringing Some Performance Uplift For Intel Xeon Scalable

For some HPC software, the choice between Ubuntu, Clear Linux, and CentOS Stream doesn't make too much of a difference on the current-gen Intel Xeon Scalable hardware...

But once hitting workloads sensitive to CPU frequency scaling governor differences or where Clear's aggressive CFLAGS/CXXFLAGS compiler flags tuning by default, there can be quite an out-of-the-box difference. While Clear Linux is quick to jump in front, at least Ubuntu 22.10 in its current development snapshot was moving in the right direction compared to Ubuntu 22.04 LTS.

But in some areas like the Node.js Express server test, the new Ubuntu release did point to some slowdowns.
