Updated Intel Graphics Stack On Ubuntu 14.04 Has Some Slowdowns

With the very basic OpenArena 0.8.5 game, as soon as the move was made to the Oibaf PPA with Mesa 10.3-devel Git and using the default Linux 3.13 kernel of Ubuntu 14.04, there was a drop in performance. The performance had dropped by about 25% with the upgraded Mesa stack; the newly-enabled OpenGL extensions of Mesa 10.2/10.3-devel shouldn't have had any impact on the performance given this is a very old GL2-era game.

With the newer OpenArena 0.8.8 was also a drop in performance, but separately there was a smaller performance improvement when moving to the Linux 3.15 kernel over 3.13.

Hopefully the Intel Haswell performance situation will be addressed by Mesa 10.3 for whatever this regression is going on, with Intel Open-Source Technology Center employees hopefully not being too distracted by Bay Trail, Cherry View, and Broadwell.

The Prey Linux gaming performance was minimally impacted by the upgraded user-space and Linux kernel.
