At the extreme, Intel's SVT video encoder workloads really performed the best with the performance governor and running this high-end Xeon Scalable Ice Lake server with the default powersave governor led to much lower performance.

The power efficiency was close with SVT-AV1 encoding across the tested configurations as the CPU package power consumption did really ramp up with the performance governor.
