First up are some cross-comparison OpenGL and Vulkan benchmarks of the Haswell Ubuntu 16.10 system with Dota 2.

Even at 800x600, the Haswell OpenGL Linux stack delivers below a 30 FPS average... Similar to my latest Skylake OpenGL vs. Vulkan benchmarks (https://www.phoronix.com/news/Intel-4.9-Mesa-Git-Dota-2) of Mesa Git and Linux 4.9, the Vulkan driver with Haswell is still slower than the mature OpenGL stack.

The CPU utilization was about the same between Vulkan and OpenGL for Dota 2 at this very low resolution.

At 1280 x 1024, the Intel Vulkan driver on the i7-4790K Devil's Canyon system was still slower than the OpenGL 3.3 Mesa driver.

Dota 2 at 1080p with HD Graphics 4600 is far from playable on Linux and the results just show the Vulkan performance still coming up short even with Mesa Git and Linux 4.9 Git.

Still barely any noticeable CPU utilization difference between the graphics APIs or upgrading to the latest Git components.
