It's at 1080p with ultra low quality settings where the RADV Mesa driver does much better than the AMDGPU-PRO Vulkan driver, albeit AMDGPU-PRO 17.40 has the advantage of working for the GCN 1.0/1.1 cards. But even with the Southern Islands Radeon R7 370 and HD 7950 with these low settings, they were running well below the 60 FPS threshold. The GCN 1.1 R9 290 Hawaii card worked with AMDGPU-PRO though and it was running at above a 120 FPS average. While the RADV driver does better than AMDGPU-PRO here, it's at the low settings as well where the NVIDIA driver does much better than RADV with even the GTX 1060 beating out the RX Vega and RX 580 hardware.

When bumping things to 1080p with high image settings, the GeForce GTX 760 squeezes by at around 60 FPS while it's really with the GTX 680 / GTX 950 and greater still solidly delivering above 60 FPS averages and their minimums not dipping below 60 FPS. The RX 560 and R9 285 are the cars on the AMD side sticking above that important number.
