When looking at the performance-per-Watt based on the overall AC system power consumption and monitored externally using a WattsUp Pro, the Core i9 10980XE did deliver a nice improvement over the older i9-7980XE. It really depended upon the benchmark, however, for whether it could outpace the Threadripper 2990WX. (2970WX perf-per-Watt metrics aren't in this article due to having a WattsUp Pro fail on me while working to finish these results in time for launch day.)

Intel Core i9-10980XE Linux Benchmarks

Through the course of all the benchmarks carried out, the Core i9 10980XE configuration led to an overall AC power consumption of 197 Watt average with a peak of 356 Watts while the older Core i9 7980XE came in slightly higher at 204 Watts with a peak of 376 Watts. The Threadripper 2990WX system meanwhile consumed an average of 252 Watts and a peak of 452 Watts, which is more, but depending upon the workload still battled in power efficiency with the Intel X-series.
