Wine Has Landed The Necessary Patches For Vulkan 1.1 Support

The "WineVulkan" code within Wine for exposing the Vulkan API to Windows games/applications now supports the requirements to last year's Vulkan 1.1 base specification.

Following the work by CodeWeavers' Józef Kucia, Vulkan 1.1 is now exposed after enabling promoted extensions, implementing external semaphores, external memory, and other necessary bits.

This updated WineVulkan code will be part of next week's Wine 4.5 bi-weekly development release.
