Vulkan 1.0.33 Has More Documentation Fixes, New Scripts

Vulkan 1.0.33 is now the latest version of the Vulkan 1.0 API specification from The Khronos Group.

Vulkan 1.0.33 has documentation changes around implicit external synchronization parameters in vkBegin/vkEndCommandBuffer, adding some previously overlooked requirements, some naming changes, and more.

Outside of documentation updates, Vulkan 1.0.33 has added scripts for being able to compare two Vulkan HTML specifications, a new generator script to create a simple extension loader for Vulkan based on vk.xml and will be added to the Vulkan SDK in the future, and various other changes.
