Steam Client Now Stable With Better AMD Vulkan Performance

First and foremost there is the Steam overlay fix for Vulkan games, which primarily benefits the AMD graphics driver stack. Yesterday I posted some benchmarks showing the performance impact for AMDGPU-PRO of this Vulkan fix.
On the Vulkan front there is also improved performance and lower latency when streaming Vulkan applications.
This stable Steam client update also has a Linux/SteamOS fix of the incorrect mouse cursor being displayed and fixing the client not being able to launch if the Steam Runtime was disabled by the user. There are also a number of Steam VR fixes/improvements, fixes for the Steam Controller, Big Picture fixes, and other general improvements.
