More AMD PowerPlay Code Is Being Refactored

This refactoring is about making use of the SMU7 manager for ASICs with SMU version 7 support such as Polaris 10/11, Iceland, and Fiji and then deleting all of the duplicated code. That's where the net loss in lines of code comes from is de-duplicating some of the code.
The current patches can be found on the amd-gfx list. It's not clear from the patch comments if there should be any end-user benefit from the new PowerPlay code, but Bridgman will probably comment anyhow on this comment threads in the forums with an answer.
