Mono 4 Is Planned For Fedora 23

Aside from the other features proposed thus far for Fedora 23, the update of the popular Red Hat sponsored Linux distribution due out in late 2015, you can add Mono 4.0 to the list.

Mono 4.0 was released last week as the latest update to this controversial software for implementing .NET on Linux and other operating systems. Mono 4.0 switched out some of their components for new code opened up by Microsoft, defaults to C# 6.0 support, and provides a whole lot of other changes. There's also initial PowerPC 64 LE support with Mono 4.0.

Per this mailing list thread and Wiki page, Mono 4.0 is going to be submitted to FESCo for approval as a feature of Fedora 23.
