AMD Posts Accumulated Power Reporting Support For Linux

This set of patches would calculate the average power consumption for the processor and expose it via the perf subsystem as a new performance counter as well as hwmon. Compared to the Family 15h power driver published long ago that just tries to tell how much power the CPU is actively using (though in all my tests, it was never close to accurate on the hardware I've tried), this accumulated power reporting would calculate the average power consumed during a specified measurement interval.
This accumulated power mechanism is supported in the hardware on Family 15h Model 60 CPUs (Carrizo, I believe) and newer.
