Mesa 18.2 and kernels 4.18 are working fine. Yes, for better compatibility one should use 4.19 - mainline is fine too (i am using it and works very well)....

In Debian/MATE at least the DPMS is commanded by the power manager. If i set the screen to never turn off in the power manager, it will obey that setting....
