You still have two screen sections. Remove /etc/X11/xorg.conf and rerun 'aticonfig --initial' because that's definitely not an initial xorg.conf file....

My suggestion would have been to use KMS if you weren't already :-) I doubt switching to UMS will help.

Are you using KMS? What you describe sounds like a lack of accelerated blit in the drivers.

Right, because the same package contains both the 64-bit and 32-bit drivers. However, many distributions do package the drivers already.
