It's never safe to assume. Upstream does whatever they feel like, including using hacked together custom makefiles which don't repsect your CFLAGS anyway....

Seeing as GCC doesn't fully implement C99 yet... it'll be what, 15 years before full C++11. C1X will be another 15.
