So I updated kernel and mesa to 4.14-rc8 & 17.4 but it made no difference:

Last time I tried to add the stable padoka PPA to 17.10, it completely fucked up the system and I had to reinstall it.
In 17.04 it doesn't...

VA-API not working on Padoka PPA
I installed libva1 & libva-utils and ran vainfo:
:~$ vainfo
libva info: VA-API version 0.40.0
