Any one uses this software? How does it impact performance?

Is there still someone who uses it instead of TLP?

See our solution - e.g. our APM system [Advanced Power&Performance Management] is much better even than TLP - of course, it [NeteXt'73] will automatically switch to English, if not detect the Polish language:

Do you mean runtime for LMT ? Or the system performance overall ?

For the runtime of LMT, here's what systemd says:

PS: Keep in mind that systemd is not the sole governor for LMT. THere are other sources to invoke it too, like udev (during early system boot).

For overall system performance, it highly depends on what all power saving features you've enabled.
