All those things have absolutely nothing to do with each other. Vulkan is only used for graphics, nothing else. WebGPU is a whole other story for a OS...

Yes and no. They usually only use the libraries that are part of ffmpeg. Someone here wrote Firefox only uses a slimmed down version for h264, no idea...
