Graviton is designed by Annapurna Labs (part of Amazon now). Graviton 1 uses the ancient Cortex-A72 like LayerScape but that doesn't mean it is the same chip. The newer Graviton 2 and 3 use Neoverse designs. Graviton 3 is particularly interesting in that performance per socket is similar to EPYC 7763, but it uses only ~100W so they can squeeze far more servers in a rack and save on power/cooling.

Yeah that is a good sarcasm.. the group of countries that invented and created the biggest mass surveillance programs on planet earth..right.

Yeah, things have been going crazy here in Israel, with the state, since it's inception, having slowly been turning into a police state (not the lies about the so-called "Palestinian oppression", that's the so-called "Palestinian Authority" which has been doing that to the very people they are supposed to take care of).

The latest scene of the drama being the government (un)officially joining (again) the "Supreme Court", police and the IDF's leaders with the oppression of the Israelis themselves, mainly of the Jews (recently another jew was murdered by one of these groups (this time the police), with the police claiming it was because of driving above the speed limit, when leaked documents showed that the officers chasing him and his friends (despite them having done nothing to warrant it, this is also part of the leaked information) had done so on purpose in order to potentially cause at least one death, and that despite this being completely forbidden, it is a procedure that is actually urged to do within the police, specifically towards Jews)).

Add to that, the new laws that were proposed and immediately put into effect (in record time, usually laws are dragged on for at least half a year after their proposals), which allows removal of online information from websites without the permission, or even notification of, the owner of the website, and allows police to break into anyone's homes without a warrant, for whatever reason they want (officially, this was publicized as being against terror, however with the proposal and putting into effect, fighting against terror wasn't even a consideration, and knowing the police and the secret services, this is only legitimizing what they have been illegally doing for years against Jews specifically).

That link confirms they both use A72 but are different ASICs. However it was Graviton 2 which shifted a significant part of cloud instances from x86 to Arm (apparently this got Intel very worried) so it's a good example of direct competition.

Michael did an article recently on how the DDR5 and PCIe bus require proprietary blobs. Does this mean you would have to jury rig DDR4 support and get by without a graphics card?

The ISA is the instruction set, the binary interface of the CPU. There is no specific memory tech specification. The IBM PowerX chips are not synonomous with the POWER ISA. (Like the Apple M1 having the ARM ISA, but not designed by ARM holdings) It would have to be a new from-scratch design.

The Power9 DDR4 PHY had open source training code. If you had enough money you might get a DDR5 PHY block licenced to you under such terms. Most likely for now you'd be stuck with DDR4. Or if you were truly paranoid, you might opt for a fully open PHY and at this point be limited to DDR3. Similar point to be had for pci-e.
