Add to that, the new laws that were proposed and immediately put into effect (in record time, usually laws are dragged on for at least half a year after their proposals), which allows removal of online information from websites without the permission, or even notification of, the owner of the website, and allows police to break into anyone's homes without a warrant, for whatever reason they want (officially, this was publicized as being against terror, however with the proposal and putting into effect, fighting against terror wasn't even a consideration, and knowing the police and the secret services, this is only legitimizing what they have been illegally doing for years against Jews specifically).

The Power9 DDR4 PHY had open source training code. If you had enough money you might get a DDR5 PHY block licenced to you under such terms. Most likely for now you'd be stuck with DDR4. Or if you were truly paranoid, you might opt for a fully open PHY and at this point be limited to DDR3. Similar point to be had for pci-e.
