Something like this, where the localize attribute would invoke the behaviour in supporting browsers:
<time datetime="machine-readable date as spec'd" localize>fallback text</time>
"Without JavaScript" doesn't automatically mean "server side" and there is precedent for HTML elements where the text body is intended as a fallback for unsupporting browsers.
