    Xeon Phi as a separate co-processor isn't that popular but almost all of the modern Knights Landing/Knights Mill parts don't need an offload infrastructure because they boot Linux natively and run the code without any "offload" occurring in the first place. So this library was probably less important because the hardware doesn't use it anyway.

      Xeon Phi wasn't popular at all. Basically they dumped a lot of units in the Chinese supercomputer market because no one else wanted it. Then the US Trade Department caught wind of it and ordered Intel to stop selling Xeon Phi to China. So their major remaining market evaporated.
