People use Ubuntu LTS, mainly because non-LTS Ubuntu is barely usable, one is lucky if it boots to desktop, and then manages to run for more than a minute without crashing (might be slightly exaggerated...).
Regarding Mesa bug reports: Users can only describe the symptoms, and how to reproduce the bug. Developers have full access to the source that causes issues, and can even edit it in order to help debugging the driver, so they are in a much better position to help find, and fix bugs.
