Yes, but it's responsibility of developers to do it before the release. If users do it for them, it shows they don't do enough QA and testing. Mind you, not only you aren't being paid for such QA, you need to pay for the game first! It's a good thing to do for any user of course, to help both Mesa and game developers. But if developers didn't even do the basic testing and didn't file Mesa bugs first, it shows they weren't diligent enough.

Latest mesa as in latest Mesa release version. It's completely reasonable to say, they support only certain Mesa version and up (for example specifying the latest Mesa release for that). Given how often major features are landing in Mesa now, it's completely understandable. If Ubuntu LTS is too much behind - too bad for Ubuntu LTS. Don't use it for gaming. Or figure out a way to install newer Mesa in it.

Ubuntu offers HWE Stacks in 6 month intervals, bringing new kernels, Mesa and X.org to LTS Versions, so they're not really much behind. But why do you pick LTS if you're looking for newest stuff? Bad example.

In reality, Mesa is released every 3 months (if they're following the schedule) and Ubuntu doesn't upgrade an important package like Mesa too close to release. By the time the following release happens, the version in the 'latest' Ubuntu release can be as much as 9-12 months old.

People use Ubuntu LTS, mainly because non-LTS Ubuntu is barely usable, one is lucky if it boots to desktop, and then manages to run for more than a minute without crashing (might be slightly exaggerated...).

Regarding Mesa bug reports: Users can only describe the symptoms, and how to reproduce the bug. Developers have full access to the source that causes issues, and can even edit it in order to help debugging the driver, so they are in a much better position to help find, and fix bugs.

i am not using ubuntu at all, and i have no idea what version porters use.

i bet it doesn't include new llvm which is required for radeonsi

You didn't get the point. I explained above whey they should test on Mesa git as well. To determine whether to file bugs or it was already fixed on the master and there is no need to report it.
