No, wrong. Its about PACKAGE MAINTAINERS, not developers.

I was Ubuntu Developer for over 2 years and got nothing what so ever. But the Debian and Ubuntu package maintainers got the free games.

I think the original text is right, this offer was for Debian Developers.
Ubuntu might have a different model on how the roles in the community are labelled, but at Debian a maintainer is basically a stepping stone level in becoming a developer.

It is new level introduced because becoming a Debian Developer is a long process and one doesn't necessarily need all associated rights just for package maintenance.
