The latest steam big picture mode contains Interface->Allow access to linux desktop checkbox (tested under steam -steamos), so it does not seem they totally ignore the possibility.

But the normal stupid user is not able to do something different than use the predefined system. Thus i really hope VALVE does install any Desktop Environment. There is really no need the reinvent the wheel.
What I think would be great for SteamOS is the following: Boot into Big Pic mode, offer system info/updates through it, but also have a button or something to take you to a normal Linux desktop environment Gnome/KDE/XFCE whatever allowing you to use the hardware as a general computer and install additional software. Then, when finished with the general tasks, click on an icon and it takes you back to Big Pic Mode.
The reason to use Big Pic Mode as default, is because the OS is targeting the living room and the TV. But an option to choose the default will be awesome.
On a second thought, all this can be achieved by using a desktop distro like Ubuntu, launch Steam client on boot, and slightly tweak the Steam client. Then rebrand the product, call it SteamOS, design a few logos and wallpapers and call it a day.
