It IS easy to dismiss this as just the nature of random sampling, but it's almost certainly a bug. I run the Steam client on Linux almost every day since release on my desktop, and pretty often on my laptop as well. The survey has never showed up. I loaded Steam ONE TIME in Wine a month or two ago, and sure enough the survey popped up. Back when I used a Windows partion for gaming, I would sometimes get the survey a few times a year. It's been about a year since the Linux client was released, and nothing.
I know some people are convinced that it's just the nature of random sampling, but I don't think so anymore. If you remember, a few years ago Steam had a survey bug that was incorrectly reporting the number of Intel graphics users, so having bugs in the survey is not unheard of.
But that said, I really don't care about the survey numbers as long as new games keep being released. I'm sure developers care more about sales than survey results anyhow.

Why do people call things biased if they don't agree with them? Its like dealing with the climate change deniers.
I think that many people are suffering from confirmation bias. 1-2% sounds like a pretty reasonable figure to me.
