Unless Valve's information has always been wrong, there are a lot of people who simply don't upgrade their equipment often, or are satisfied playing what they can on Intel integrated graphics. A 4060 or RX 7600 are far from high end in their own lineups, but they are competing against ancient laptops and aging midrange cards among Steam users as a whole.
Except for the Phoenix integrated-only laptops (and I suppose the trash ARC A380), anything with an AV1 encoder should be able to play any game in the Steam catalogue, Cyberpunk, Alan Wake, Black Myth, whatever. I could see that being 'high end' to Valve.
