Yes if you are pushing limits on memory crossing 32 bit and 64 bit is not good.
I like how you say its just a bloody launcher this is so you don't have to look and go darn that wrong. Steam should have a 32 bit and 64 bit launcher. Yes 32 bit games use 32 bit launcher and a 64 bit launcher 64 bit games. Dosbox and other things comes in 32 and 64 bit versions.
