Is it possible to use hardware encode (vaapi/nvenc/qsv) with Open Source drivers?

    I currently use nvenc on Ubuntu 17.04 via a GTX1050 with the latest Nvidia drivers and I'm quite happy with the results. I was thinking about picking up a Radeon RX 580 but it's my understanding that the proprietary AMD Radeon drivers don't work yet with Ubuntu 17.04, you need to use the open source version, so I'm wondering does the open source AMD gpu drivers support hardware video encode via vaapi, which is accessible through ffmpeg and avconv? I have googled but nothing and it doesn't appear that the open source Nvidia drivers allow for hardware encode via nvenc (I have tried) so I'm worried that the same is true for all hardware accelerated encoding.
