Can it have scoped directory access?

So the application is confined to for example XDG_MUSIC_DIR only, or XDG_PICTURES_DIR only?

Yes. Either statically with the filesystems setting in the metadata file (see https://github.com/flatpak/flatpak/wiki/Metadata), or dynamically with the --filesystem parameter of the flatpak command.

Flatpat is just a packaging format. You can bundle as much or as little as you want to. They encourage the use of runtime when the dependent libraries have a stable ABI and can be maintained for a long term independently.

I'd love to see a Flatpak Runtime/SDK of the Steam Runtime, would make playing and developing 32-bit games so much easier on most Linux computers.
