I think that is because you are running not yet ready libc 2.21 from experimental repo, unstable is still on 2.19.

Was running 2.21 for long time, didn't have any problems until that change, so I don't think it's related to glibc.
And tested it with glibc 2.19, same problems.
Also apps inside chroot have problems:
