    Docker should also stop forcing its chain on the top of the rules.

      If you run dockerd with --iptables=false they don't force anything. You don't get networking without running containers with --net=host though.

      I do this on my OpenWRT router which runs a few containers and it works. I don't need Docker to do its own thing here but not everyone wants to use host networking.
