Phoronix: ACPI CPPC CPUFreq Will Try Frequency Invariance Again For Linux 5.14

Frequency invariance support for the ACPI CPPC CPUFreq driver originally landed in Linux 5.13 but was reverted late in the cycle due to problems (possible kernel oops) while now that's been cleaned up and is trying again for Linux 5.14 with this functionality striving for more accurate load tracking...

Hi, I just stumbled upon this topic because I was also measuring my Ryzen 5950X power draw Linux (KDE/X11) vs. Windows10 and also witnessed a huge difference (~35Watts) in idle.

In Windows I observed most of the cores idling at some very low frequency ~50MHz... while under Linux all cores did not go below 2.2GHz in idle, even with governour "powersave" enabled...

Is this "ACPI CPPC CPUFreq"-thing going to address this issue or I am mixing things up?
