At present that loading of the of the USB firmware for initialization is done using quirks in the kernel and other hacky sort of solutions.

Doesn't the Rasberry Pi still require proprietary code to boot? If so, does anyone know if that has any chance of changing in the near future?

I also have that impression..
To be honest I don't know, because RPI4 is out there in the wild for a lot of time already and its poor mainline situation maintains..
So don't expect a open source solution..
