I don't think any sane person cares about questionable Intel "security" features, and a Python interpreter is just bloat that will slow down the bootloader.

TL;DR: It began as a way to unify the test harnesses for BIOS and UEFI boot (which previously required writing a DOS version of each test for BIOS and an EFI binary version for UEFI) and then they though "Hey, this is fun as a hobby too. It's sort of like playing around with POKE and PEEK on the C64 again."

For me it's because it doesn't support BIOS systems making it so there isn't one bootloader that works for all x86_64 systems.
